Deletewait so ig with the erasure of segwang special city, the azure dragon team was also erased, meaning the bureau no longer had a dispatch & rescue unit. so that responsibility was transferred over to the black tortoise unit, which means the bureau decided to abandon the idea of having a specific "disaster ending" unit probably bc saving people was their priority. so, in the minds of ppl working at the bureau, the black tortoise unit has always been the dispatch & rescue unit? at least this is what i understood, so super interesting 😛
